The Fellowship of Confessing Anglicans (FCA), whose leaders govern well over half of the 80 million Anglicans worldwide, have put forward ‘a contemporary rule,’ called The Jerusalem Declaration, to guide the Anglican realignment movement. The FCA and its affiliates, e.g. the newly-formed Anglican Church in North America, require assent to the Declaration. To date, there has been little serious appraisal of the Declaration and the status accorded to it. I aim to correct that omission. Unlike ap-praisals in the social (...) media, however, mine grants the FCA’s conservative stand on same-sex unions and homosexual practice. Nevertheless, I argue, the Declaration mischaracterizes the traditional Christian teaching on marriage, binds Anglicans to falsehoods and dubieties in the Thirty-Nine Articles, and adds to the gospel. Two things follow. First, no one—especially no Anglican who identifies herself as con-servative, traditional, orthodox, evangelical, Anglo-catholic or simply concerned with the truth—should assent to the Jerusalem Declaration. Second, since the FCA and its affiliates know that these defects ex-ist in the Declaration, they should fess up to these shortcomings and retract the Declaration’s status as ‘a contemporary rule’ and they should stop requiring assent to it. This curious (...) omission from Augustine's late magnum opus et arduum has given rise to many a divergent reading of his political thought. Lacking an express account of the very term in question, his politics can seem to admit of a wide range of interpretations. On one side of the spectrum, it has been described as anticipating the religious neutrality of modern liberalism. On the other side, it has been interpreted as consolidating politics into religion by transposing political philosophy into the key of ecclesiology and making the Church the new realm of politics.1 In her elegantly written and insightful new book, which builds on the work of her 2014 dissertation at the University of Notre Dame and on a few published articles, Veronica Roberts Ogle charts a new interpretive path for reading Augustine on politics. She does this by means of two principal interventions.The first is by elucidating City of God's rhetorical purpose, what Ogle calls its "psychagogic character" (6). Psychagogy, "the art of leading [agô] souls [psychai] to a state of health," was the rhetorical aim and genre of much ancient philosophy (3). It took its cue from the philosopher's perception that his readers were sick with the disease of unhealthy attachment to the things of the world. Philosophers were physicians of the soul: they applied "the medicinal art of contraries" to their sick patients. This meant that their literary curatives often met patients/readers with the bitter taste of a poison (4). But—and this is the crucial point for Ogle—the poison was given for the purpose of health. What this means for Augustine's City of God, Ogle argues, is that we ought not take the work's biting and at-times-venomous rhetoric as evidence that Augustine is trying to poison his reader's vision of politics. Rather, he is trying to cure them of their attachment to the myths and delusions of politics-according-to-Rome and, instead, "to help us see the world, even the political world, anew: as part of a created order that is good, but that points beyond itself all the same" (4). Augustine's descriptions of Rome—indeed his frequent equations of Rome with the civitas [End Page 1426] terrena—are indeed meant to shock. But, so Ogle argues, they are meant to shock us out of destructive attachments so that we can learn to make the right attachments, first to Christ, and then, through Christ, to our earthly communities as pilgrims. City of God's pessimistic rhetoric is not Augustine simply denouncing the natural project of politics. It is a bitter medicine for a people deathly ill with an addiction to earthly glory.The second intervention of Ogle's book lies in its attention to what she calls City of God's "sacramental ethos" (5). This, I would argue, is the book's most important contribution. It is also the insight on which the heart of the book's argument depends. Sacraments, for Augustine, are signs that point us to God. Understood in this broad sense, the whole created order—that is, everything that is not God—has the quality of a sacrament by virtue of its very existence. This is connected closely to Augustine's understanding of evil as privatio boni: all that exists, to the extent that it exists, is good; and all that exists is, by nature, a sign (signum) pointing beyond itself to the Lord.These are not new insights into Augustine's doctrine of creation, but Ogle's application of them to the question of politics and the earthly city is suggestive. Specification of an appropriate relationship, or division of labor, between sociology and philosophy, remains a sensitive issue. Anthony Giddens offers a distinctive variant in his concern, in structuration theory, to develop an ontology of the social without participating in epistemological debate and without articulating and justifying a normative theory (whether a philosophical anthropology or a political philosophy). Both omissions impair the wider reception of structuration theory. The second is the more serious, however, insofar as the postempiricist community of inquirers may (...) make a virtue of the ethical and political factors that inform social science, but it does not yet have any settled means of assessing different, and contesting, values; even if it did, it could not invent Giddens's position for him. Or to put matters more (...) bluntly: in Butler's study of gender critiques that avoid or dismiss the matters of hetero- and homosexuality, in her examination of the relationship of gayness and lesbianism to feminism, and in her exposition of a politics of queerness--as to fucking, not a word. This omission is not tangential to Gender Trouble. It determines Butler's entire undertaking. 1. The (In)difference of Performance By illustrating that sex, like gender, is a social construction, Butler strives to tear not sex but both sex and gender from biological essentialism. For as Butler insists, as soon as we imagine sex (woman/man) as naturally given, and gender (feminine/masculine) as a product of social forces, we fall into the very gender essentialism that we seemingly called into question. This is because the sex/gender binary makes sex the ground of gender: a woman may be masculine or feminine, and she may subvert the social norms that demand that women act in a certain manner. But throughout all of these gender reversals, she remains a woman. Her behavior, therefore, is either far from her sex (if she is subversive) or close to it (if she conforms). But in either case, it is measured in terms of that sex, which stands as the essence or foundation of the conduct. Hence, within such a discourse, gender stereotypes do not actually emerge as social (thereby deconstructible) constructs since the substructure (sex) of their edifice is given prior to production.This thesis, which ultimately reveals that the sex/gender split reproduces the woman/man binary--the foundation of sexism--opens the way for one of Butler's most renowned interventions: her theory of performativity. Butlerian performance traces the intersection of Derrida's concept of mimesis and Foucault's understanding of power. Those are the words of Pope John Paul II, speaking in March 2004 to an international congress held in Rome. The conference was on "Life-sustaining Treatments and Vegetative State: Scientific Advances and Ethical Dilemmas," and it was organized by the World Federation of Catholic Medical Associations and the Pontifical Academy for Life. The pope was able to cut through all the ethical dilemmas. Although he acknowledged that a patient in a persistent vegetative state, or PVS, "shows no evident sign of (...) selfawareness or of awareness of the environment, and seems unable to interact with others or to react to specific stimuli," he said that they should be kept alive indefinitely. Such patients, he insisted, "retain their human dignity in all its fullness" and "the loving gaze of God the Father continues to fall upon them." For this reason, he said, it is obligatory to continue to provide them with food and water, even if this can only be done through a tube. Contributors defend different views about the ground of moral responsibility, the conditions of legal liability for an omission to rescue, and the basis for accepting a " for omissions in the criminal law.

This article applies some conceptual tools from semiotics to better understand the disastrous impacts of the world economy on global ecology. It traces the accelerating production of material disorder and waste to the logic of the money sign, as economic production processes simultaneously increase exchange-values and entropy. The exchange of indexical and iconic signs is essential to the dynamics of ecological systems and the proliferation of biological diversity. The human species has added a third kind of sign, the symbol, (...) and more recently a fourth: all-purpose money. Money does not refer to any referent either through contiguity, similarity, or convention. It is an empty sign, capable of assuming any significance that its owner attributes to it. The article argues that the concept of symbolic reference should be restricted to cultural and linguistic phenomena. Money qualifies as a new species of sign based on its exceedingly open mode of reference. It does not refer to any object by social convention but owes its specific properties precisely to the absence of such conventions. The logic of money pivots on decontextualisation: it presupposes and encourages the detachment of exchange values, people, and concepts from the particular and the local. Selective advantage is no longer primarily about calibration within local contexts, but increasingly a matter of transcending or emancipating oneself from the specific. This drift toward decontextualisation reverses the evolution of complexity and diversity throughout the planetary biosphere. (shrink)

James Matlock’s Signs of Reincarnation discusses important issues related to the belief in reincarnation. These include the historical and social prominence of this belief in various cultures around the world, especially its place in spiritual and religious communities. Matlock also explores data seemly suggestive of reincarnation and attempts to develop a theory of reincarnation that can account for the data collected by parapsychological investigators and researchers. In this way, Matlock aims to show that belief in reincarnation is defensible as (...) a conclusion drawn from what he calls “signs” of reincarnation. Matlock does a good job mapping out the wide range of beliefs about reincarnation across time and culture. His description of various case studies and their salient features is highly informative. And his effort to develop a theory of reincarnation—what he calls a “processual soul theory”—is a laudable attempt at trying to accommodate the various details of interesting case studies and a core idea of reincarnation in the spiritual traditions of the world. Unfortunately, this is where my praise ends. Like many other books on the topic, Matlock’s book suffers from a variety of serious defects. The cavalcade of poor scholarship, conceptual confusion, and impoverished argumentation is particularly egregious given that Signs is allegedly based on the lecture notes for Matlock’s course on reincarnation pitched at the advanced undergraduate or Masters-level graduate seminar. In what follows, I’ll explain why Matlock’s book is paradigmatic of nearly everything that’s wrong with survival research over the past thirty years. (shrink)

People often reason about omissions. One line of research shows that people can distinguish between the semantics of omissive causes and omissive enabling conditions: for instance, not flunking out of college enabled you (but didn’t cause you) to graduate. Another line of work shows that people rely on the normative status of omissive events in inferring their causal role: if the outcome came about because the omission violated some norm, reasoners are more likely to select that omission as (...) a cause. We designed a novel paradigm that tests how norms interact with the semantics of omissive enabling conditions. The paradigm concerns the circuitry of a mechanical device that plays music. Two experiments used the paradigm to stipulate norms and present a distinct set of possibilities to participants. Participants chose which causal verb best described the operations of the machine. The studies revealed that participants’ responses are best predicted by their tendency to consider the semantics of omissive relations. In contrast, norms had little to no effect in participants’ responses. We conclude by marshaling the evidence and considering what role norms may play in people’s understanding of omissions. In this article several signs of life present in the Shroud of Turin are pointed out. Following the development of rigor mortis, the body posture of the image on the Shroud is analyzed. This, together with the presence of specific facial folds indicate that the person wrapped in it is alive. Therefore, the image on the Shroud of Turin shows both signs of death and life in a person whose image was imprinted when he was alive. If this (...) is a fraud case, it should be considered as an artwork performed by a genius with medical, forensic and image processing knowledge from at least the XX century. But if we read the Gospels, a remarkable symmetry is found between the data obtained from the image and the events described in the Gospels, both regarding the death and resurrection of Jesus. Conceptions of omissions standardly come in two flavours: omissions are construed either as mere absences of actions or are closely related to paradigmatic ‘positive’ actions. This paper shows how the semantics of the verb ‘to omit’ constitutes strong evidence against the view of omissions as involving actions. Specifically, by drawing from an influential fourfold typology of verbal predicates popularised by Zeno Vendler, I argue that declarative statements involving reference to omissions are semantically stative, which is a finding that makes serious (...) trouble for the conception of omissions as being closely related to paradigmatic actions. But references to omissions, in certain linguistic contexts, undergo a shift of meaning to describe processes or activities engaged in by the agent. Still, despite the semantic flexibility of the verb ‘to omit’, its processive reading does not straightforwardly support the second conception of omissions. A subsidiary aim of this paper is to offer a sketch of the metaphysics of processive action in order to show what those who claim that omissions are closely related to actions might be committed to. James Matlock’s book, Signs of Reincarnation, is a recent addition to a seemingly endless stream of confused or superficial works on the topic of survival. Admittedly (and as one would expect), the case material is often of genuine interest. But when Matlock tries to make sense of that material, he demonstrates little grasp of the current state of the debate. Even worse, he seems unaware of the intellectually responsible strategies for challenging and criticizing positions opposed to his own. Since (...) Matlock criticizes what he says are my views throughout his book, and because this issue of the JSE features two comprehensive reviews of that book, I’ll focus only on the principal respects in which Matlock misdescribes my position and ignores the extended discussions I’ve provided, not only in Immortal Remains (Braude, 2003), but elsewhere (e.g., Braude, 2005a, 2005b, 2014a, 2014b, 2020), explaining the problems with the tired and flawed lines of reasoning he endorses. Even those we know personally will typically connect to us via digital means. As a consequence, data and the digital space add a third dimension to the individual: we are now mind, body and digitality. This essay considers how digitality affects outcomes for the individual by exploring the mechanisms of digital influence. By using Peirce’s theory of semiosis to explain the process of digital (...) translation, this essay demonstrates how digitality influences the development of the individual, undermines personal autonomy and changes the nature of legal personhood thereby providing points for future legal intervention. Hotel websites display textual and non-textual strategies with the aim of turning online visitors into customers. This article focuses on two related textual aspects: how consumers are discursively construed and how conditional constructions are used in order to persuade and convince consumers of the adequacy of the hotel. The framework adopted for the analysis combines Stern’s notion of ‘implied consumer’ with a corpus-driven approach. The corpus data comprises 114 British hotel websites and totals half a million words. This is a (...) subcorpus of COMETVAL, a database compiled at the University of València. The results reveal the importance of a number of words that address consumers directly or indirectly. These words intertwine with others to form patterns that help establish a bond between hoteliers and their clients. Further exploration of the corpus confirmed that some conditional sequences such as if you and should you are used by advertisers to speculate about the needs and wishes of consumers that the hotel can fulfil for them. The analysis suggests that conditional structures are a distinctive discursive characteristic strongly associated with the dialogic nature of the discourse hotel websites. (shrink)

“Black Star” music video was released two days before Bowie’s death. It bears various implications of dying and the notion of mortality is both literal and metaphorical. It is highly autobiographical and serves as a theatrical stage for Bowie to act both as a music performer and as a self-conscious human being. In this paper, we discuss the signs of mortality in Bowie’s “Black Star” music video-clip. We focus on video’s cinematic techniques and codes, on its motivic elements and (...) on its narrative in relation with music, lyrics, characters, and gestures. We also discuss the video’s intertextual references and the broader signification of the black star figure. We adopt a quasi-semiotic approach considering “Black Star” music video-clip as a text which can be investigated through its signs, codes, and conventions of the musical, visual, and cinematic languages as well. Our interdisciplinary tools derive from visual semiotics and audiovisual analysis models, without leaving outside Bowie’s musical-artistic and personal history. As it turns out, Bowie created a video clip that is philosophical in nature and poetic in structure, preserving the role of protagonist. With the visuals creating a psychedelic atmosphere, the lyrics often are heard as a personal confession. They both generate cognitive and emotional responses that influence the way the viewers-listeners may experience, decompose, and interpret Bowie’s artistic endeavor bridging life and death. (shrink)

The research is developed with the use of deductive and descriptive analytical methods used to obtain information on doctrine and jurisprudence and to establish and describe specific situations in the field of Ecuadorian Medical Law respectively. The main objective is to provide scientific and doctrinal tools to understand guilt in cases of omissive conduct in Ecuadorian medical practice, as well as its comparison with other countries such as Colombia, Mexico, Cuba and Argentina, the results of the research show that the (...) doctrine in the relationship to the categories of Omission, Guilt, Guarantor Position and Permitted Risk is broad and is based on scientific-doctrinal advances of the Normative Conception of Guilt comprised between 1995 and 2022. To establish useful criteria and conclusions, the discussion focuses on defining what is considered “guilty” in the context of Medical Law, highlighting the importance of elements such as the objective duty, the harmful result and the analysis of the concomitant circumstances, emphasizing the importance of considering the context and development of the facts in cases of omissive conduct in medicine and not only the result. In relation to omissions in criminal law, a distinction is made between proper and improper and finally, it concludes by suggesting the modification of article 146 of the Organic Integral Criminal Code to guarantee due process and a effective judicial protection in matters related to health in Ecuador, specifically with regard to causality in cases of omissive conduct. As the English word “scientism” is currently used, it is a trivial verbal truth that scientism—an inappropriately deferential attitude to science—should be avoided. But it is a substantial question when, and why, deference to the sciences is inappropriate or exaggerated. This paper tries to answer that question by articulating “six signs of scientism”: the honorific use of “science” and its cognates; using scientific trappings purely decoratively; preoccupation with demarcation; preoccupation with “scientific method”; looking to the sciences for answers beyond (...) their scope; denying the legitimacy or worth of non-scientific (e.g., legal or literary) inquiry, or of writing poetry or making art. The dialectical-theological origins of the politically- and ethically-charged concept of alterity are well-known within the philosophy of religion. Intellectual histories of this concept tie it too exclusively to the notion of distance or διάστασις in Karl Barth’s early Römerbrief, however, and so miss Barth’s Trinitarian reinterpretation of God’s otherness in his later work. Taking as my hermeneutical key a cipher, the ‘sign of Jonah,’ that emerges in Church Dogmatics IV/1, I show that Barth’s mature doctrines of temporality and filiation understand (...) alterity as a moment of divine life. Jesus’ agony in the garden of Gethsemane marks the climax of Barth’s self-reinterpretation: world history inheres within the Christological situation of paternal abandonment. The political-theological conclusions Barth draws from the ‘sign of Jonah’ dovetail with alterity discourses’ antitotalitarian aspirations but suggest that these aspirations’ structural coherence rest on the magisterial Reformers’ Christological and ecclesiological commitments. In society, power and responsibility are often linked, supporting the idea that with great power comes great responsibility. I assert that this link between power and responsibility is a form of the Act–Omission Distinction, a principle in ethics that there is a morally relevant distinction between doing something and omitting to do something, e.g. a difference between killing someone and letting someone be killed. Purpose This paper presents an ethnographic study of gamete donation in Latvia. The aim of the study is to describe and analyse the practice of applying responsibility in gamete donation cases from the perspective of anthropology and ethics. Methods We performed thirty semi-structured interviews with laypeople and five focus group discussions among adolescents. The third source of data was media analysis: 57 articles discussing assisted reproduction in Latvian electronic popular media as well as internet discussions among ART participants. The data (...) were processed using Atlas.ti. Results The data showed that the situation of ART responsibility is formulated through defining one’s relationship to the gametes, to the nation and the relationship between parent and child. Conclusions The practice of gamete donation does not create new responsibilities but uses already existing relations in a situation marked by new knowledge. Relationships among ART users, donors and physicians often result in an imbalance of responsibility sharing. The framework of relational ethics is one possible way to change the practice of balancing and sharing responsibility in ART applications. (shrink)

This work would like to be a contribution for a more thorough knowledge of the phenomenology of the Mafia in Lombardy. It is a study carried out according to an ethnographic approach, which proposes the analysis of a cultural artifact aiming at understanding the logics and structure of the Mafia organization from different social interlocutors’ representations and lived experiences.

Recognition of legal personhood in contemporary international and domestic law is a matter of signs. Those signs identify the existence of the legal person: human animals, corporations and states. They also identify facets of that personhood that situate the signified entities within webs of rights and responsibilities. Entities that are not legal persons lack agency and are thus invisible. They may be acted on but, absent the personhood that is communicated through a range of indicia and shapes both (...) legal and popular understanding of powers and obligations, they lack standing in judicial fora. They are signified as entities that are the subjects of action by legal persons, for example exploitation through rights regarding natural resources or commodification of ‘wild’, companion and other non-human animals. They are also signified as members of a diverse class of non-persons such as ‘nature’ and ‘the environment’. This article explores the consequences of law’s signification of personhood and the natural world before asking whether we both should and could recognise domains such as specific rivers, forests or even Antarctica as a type of legal person. Recognition might acknowledge the salience of nature in the ontologies of colonised First Peoples. It might also underpin a global response to climate change as the existential crisis of the Anthropocene. In understanding law as a matter of signifiers and syntaxes the article cautions that ostensible recognition of some domains as persons has been aspirational rather than substantive, with observers misreading the sign as necessarily transforming power relationships. The article also cautions that personhood for nature or particular domains may be contrary to the self-determination of colonised First Peoples. (shrink)

Conducting research during or in the aftermath of disasters poses many specific practical and ethical challenges. This is particularly the case with research involving human subjects. The extraordinary circumstances of research conducted in disaster settings require appropriate regulations to ensure the protection of human participants. The goal of this study is to systematically and qualitatively review the existing ethical guidelines for disaster research by using the constant comparative method. We performed a systematic qualitative review of disaster research ethics guidelines to (...) collect and compare existing regulations. Guidelines were identified by a three-tiered search strategy: 1) searching databases, 2) an Internet search, and 3) a search of the references in the included documents from the first two searches. We used the constant comparative method for analysis of included guidelines. Fourteen full text guidelines were included for analysis. The included guidelines covered the period 2000-2014. Qualitative analysis of the included guidelines revealed two core themes: vulnerability and research ethics committee review. Within each of the two core themes, various categories and subcategories were identified. Some concepts and terms identified in analyzed guidelines are used in an inconsistent manner and applied in different contexts. Conceptual clarity is needed in this area as well as empirical evidence to support the statements and requirements included in analyzed guidelines. (shrink)

Omissions – any events, actions, or things that do not occur – are central to numerous debates in causation and ethics. This article surveys views on what omissions are, whether they are causally efficacious, and how they ground moral responsibility.

An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Further legal analysis is required to ensure this checklist complies with relevant domestic laws. (shrink)

While the political aspects of the interwar dystopias have received much attention, less focus has been given to the specific correlation to the economic thinking and developments of the period, in particular the prominence of economic planning. This article suggests that such a connection is significant by examining a key Swedish novel from the period, Kallocain, in relation to the early economic theory of the Scandinavian welfare state. The article then relates these findings to links between Brave New World and (...) the thinking of John Maynard Keynes. Finally, the kinds of critique articulated in these fictional works are centered around the citizens’ emotional and interior lives in new planned societies, and around their views on bad, disloyal, or painful feelings. Background Genomic research on neurodevelopmental disorders (NDDs), particularly involving minors, combines and amplifies existing research ethics issues for biomedical research. We performed a review of the literature on the ethical issues associated with genomic research involving children affected by NDDs as an aid to researchers to better anticipate and address ethical concerns. Results Qualitative thematic analysis of the included articles revealed themes in three main areas: research design and ethics review, inclusion of research participants, and communication of research results. Ethical (...) issues known to be associated with genomic research in general, such as privacy risks and informed consent/assent, seem especially pressing for NDD participants because of their potentially decreased cognitive abilities, increased vulnerability, and stigma associated with mental health problems. Additionally, there are informational risks: learning genetic information about NDD may have psychological and social impact, not only for the research participant but also for family members. However, there are potential benefits associated with research participation, too: by enrolling in research, the participants may access genetic testing and thus increase their chances of receiving a (genetic) diagnosis for their neurodevelopmental symptoms, prognostic or predictive information about disease progression or the risk of concurrent future disorders. Based on the results of our review, we developed an ethics checklist for genomic research involving children affected by NDDs. Conclusions In setting up and designing genomic research efforts in NDD, researchers should partner with communities of persons with NDDs. Particular attention should be paid to preventing disproportional burdens of research participation of children with NDDs and their siblings, parents and other family members. Researchers should carefully tailor the information and informed consent procedures to avoid therapeutic and diagnostic misconception in NDD research. To better anticipate and address ethical issues in specific NDD studies, we suggest researchers to use the ethics checklist for genomic research involving children affected by NDDs presented in this paper. Proponents of fetal rights argue that, from the moment of conception, a fetus has significant human rights. There are degrees of opinion, however, about the scope of those rights, with some arguing that, in certain circumstances, such as where the conception is the result of rape, the mother's rights predominate. Others argue that the fetus' rights are absolute and should override the woman's right to life and health so that pregnancies cannot be terminated, even to save women's lives. Various countries (...) explicitly or implicitly recognise the status of the fetus as a separate person with varying degrees of rights. For example, the Irish Constitution recognises the ‘right to life of the unborn’ and the 2004 US Unborn Victims of Violence Act views violence against a pregnant woman as a crime against two people, one of whom is the child in utero. The 1969 American Convention on Human Rights has been signed by most Latin American countries and recognises full human rights as applying from conception. In the UK, the fetus has no legal rights but it is widely agreed that the closer a fetus is to being capable of independent existence outside the womb, the greater the moral obligations owed to it. This is reflected in the abortion law only permitting termination of a pregnancy at the later stages in restricted circumstances.In Brazil, the issue of fetal rights was highlighted in May 2010 when a Bill was put forward which aimed to give the fetus priority in law and to make illegal any act or omission that could have a negative impact on it.
